A great idea for desert like conditions is a rock garden...I know it sounds goofy, but they are very beautiful and extremely low maintenance. Adding a fountain is fine if the area where you plan to put it is shaded, otherwise you may end up with a nasty expensive cesspool. Gravels and larger rocks can usually be purchased at a garden center, but you may also have a specialized rock dealer in the area so check the yellow pages. Make sure you place a good quality landscape fabric down and you'll avoid weeds infiltrating, and for diversity of colour, add pots will different annuals that come into season!
Good Luck!

Look into zero scape's. There are plants from the local areas that require little or no care and will thrive in your area. Check with your local county extension office they can help.
