Words are the expression of IDEAS. If some can convince the masses to believe in a certain idea or concept, then the words may transport the message. A lot of propaganda and repetition is required to implant the ideas strongly enough that they actually have a place of control in people's lives.

The context of the quote"With Words We Govern Men" is trying to tell you that words are very powerfull tools in our lives. Examples :
# 1 --{ Dec./21/1804-April/19/1881} Benjamin Disraeli the 1st Earl of Beaconsfield in the UK wrote a letter to his father on Aug.25./1830 with thes words in it, by explaining as meaning this: To govern men you must either excell them in their accomplishments or despise them for not accomplishing what their potentials. His words were very powerfull in his terms in the House of Commons for 4 decades & helping people along the way with their goals & dreams.
# 2--Ronald Reagan {Feb./06/1911-June/05/2004}President Ronald Reagan was considered ' The Great Commicator' as is evident in his speech to the people of Berlin when he said these words to then Soviet Union"s General Secetary on June /12/ 1987 Mr. Gorbachev--Tear Down The Wall." These words were very powerfull & remain with us to this day & it was Reagan's desire to increase freedom in the Soviet Bloc., & for the people to seek liberation.
A little Trivia: Technically the wall was the responsibility of East Germany, but they were considered to be a Soviet Puppet State.
