A railed rooftop platform on a house or building is a "widow's walk", and I think it might be the same on a lighthouse.

The top part of a lighthouse is the lantern. The "deck" around it is the gallery. The purpose of the gallery is so the lighthouse keepers could clean the windows from the outside, otherwise you would need a very brave man with a tall ladder and a big insurance policy.
