That car probably has both for an option.
Power assist is just that, when you apply brake pedal pressure, you are assisted either hydraulically or by vacuum pressure provided by the engine.
No "power assist" would be called "manual brakes" which there is really no difference other than a little more effort to apply the brakes is required.
ABS or Anti Lock Brakes have nothing to do with power brakes. It is a separate system on the car to prevent wheel lock up (skidding) during hard braking to help maintain traction/control of the vehicle, especially in a panic stop situation.
ABS usually accompanies power assisted brakes in newer cars as ABS has become standard in most manufacturer and models. ABS is also redundant, if it fails or malfunctions, you will still have operational brakes, just without the ABS function.
If you were to compare (test drive) the ABS/Power assist versus a Power assist only car, you would probably tell no difference unless you are slamming on the brakes pretty hard!

You would only notice a differance in panic or slick condition braking. ABS is a system the stops the tires from skidding on the road no matter how hard you stomp on the pedal. Power assised brakes just means you have assistance from the engine helping you activate the braking system which makes it easier to depress the pedal. As far as I know all ABS braking systems are power assisted brakes.

Power brakes are common in all vehicles after about 1970. ABS anti-lock systems became common around 1990. A vehicle without ABS can lock up one or more wheels during an emergency braking situation. If you are used to ABS, especially in winter driving, you may not like being without it.
If you decide to purchase the vehicle without ABS, drive on some dirt roads and feel how the vehicle responds during extreme hard braking. And especially find out how it responds in an empty snowy/icy parking lot.

Power assist is a vacuum operated device attached to the master cylinder that applies pressure as you depress the brake pedal and makes it less difficult to apply the brakes.
ABS stands for anti lock braking system. It serves no purpose in normal driving and braking. In my opinion it is useless as very few people know how it operates and how to use it. It is a huge maintenance problem and shops make a lot of money repairing the system. You don't need it.

if you know how to drive then you don't need ABS....never had it on a car, drives me nuts when i drive somebody Else's car....i believe in my opinion you have more control with out ABS but that's just me. to answer your question power assisted brakes means that they use engine vacuum to multiply the braking force applied...you haven't lived until you have driven a car w/o power brakes and drums all the way around!!
