Again it depends on the place, but according to all the stories I've heard, yes they are charged for attempting to meet them, and the charge only worsens when it's for sex. Talking dirty and sending explicit images to minors over the internet adds another charge--sexually exploiting a minor by internet--and the punishments for this charge probably vary depending on just what was said and done.

The person can be charged with anything the police can think of, why would an adult want to meet a child? Answer that question. I don't think it would be just to play, do you?

I think they are caught for soliticing a minor. I don't if you have heard about perverted justice, but they set up operations to catch pedophiles. They have been shown on Dateline.
