In short, it is the total weight and density of the submarine which changes, while its volume (aka displacement) remains constant. In most submarines, air is released from the ballast tanks and replaced by water which is more dense (more weight for the same volume). Contrarily, compressed air is released into the ballast tanks to expel water and lighten the submarine.
