Here's the geeks answer...
Ever watch the Movie The Two Towers? Gollum seems a good example of the once a theif always a theif axiom. To answer your question... ever consider The actions and attitude of Samwise Gamgee? Even when Frodo Baggins tried to help Gollum, Samwiuse never really gave him a chance. Always suspicious of Gollum, never including him. How do you think that made Gollum feel?
We need to be warey of people who've stolen things in the past, but we shouldn't keep the past around their necks like a ball and chain.
I for example stole things when I was younger. A candy bar from K-mart when I was five, Cotton Candy right off the guy's cotton candy cone at a fair when i was, apparently, 3 years old. Later I would look for open car doors in carports in apartment complexes. I got caught a few times too. Did I eventaully stop? yes. What did it? What made me stop? Empathy and a personal feeling of guilt combined with a sense that I could get the things I wanted on my own without stealing.
The saying "Once a thief always a thief" is false. Myth busted.

My best friend stole from me once, when we were in secondary school, and again, she stole from another friend.
We never forgave her, and she lost some close friends because of it... At the time we didn't stop to think about how distructive her childhood was, or how it may of affected her.
Over ten years on (recently) i bumped into her in a local boozer, and the first thing she did was apologise for that incident over 10 years ago, i could tell that it had been playing on her mind for all these years, she most def realised what she did was wrong, and has changed.
Infact we have been for a drink since, and i feel guilty that i didn't help her more.
It is definitely NOT a case of once a thief always a thief.

It was terrible. I have'nt stolen or did anything to put myself in that situation again. So no i dont believe once a thief always a thief. Good question though

Anyone can change, (thief question)
Just because their not coming anywhere doesn't mean you have to follow them. And if they are stealing there going somewhere alright and you don't want to follow them unless you like the idea of wearing matching jump suits, being hunger, cold, without much sunlight, or freedom and a strong desire to watch your backside at all times.

Not necessarily,
I have always been on the wrong side of the law, that is until a few years ago when I thought I was going to prison and a couple of my associates did,
It was a close enough shave to put me on the straight and narrow to stop me going to prison, but over time I have realised that crime is also morally wrong.
I have definitely changed, I do the right thing for the right reason nowadays.
However I know some heroin addicts who will never stop thieving because of their addiction, they come off it for a while but I have never known one to stay off. They always go back to taking heroin

a one off mistake is different to a lifestyle. people can change but only for themselves. labelling people is never helpful. if you don't like someone then you don't need a reason just walk on the other side of the street. people are judged by the company they keep
