I'm not sure what your question is. What country are you talking about?
The best sources for information about new banknote issues is:
http://www.nachthund.biz/news/
This web site is geared mostly to banknote collectors, but the information presented shows up either here or on eBay first.
Also, most currency exchanges have a book handy called the "MRI Bankers Guide to Foreign Currency", which is pretty much the definitive reference book. It's only updated three times a year, though.
You can also e-mail me with a description and I can probably help you.

Added later: Printing your own currency is legal as long as it does not bear resemblance to any legitimate currency. The trick is getting anyone to accept it. I know of several groups that print so-called currency for non-existant countries (check the world paper money category on eBay and do a search for Antarctica and Antanpolistan). These are printed pretty much for sale on the collector market, and the only place where they are 'legal tender' is a privatley owned store of some sort. There is no international certifying body for banknotes - the issuing entity (government) has to be recognized first.
Another fun web site to check out is run by a very cool guy named Alan Berman, also known as King Alan I of Bermania. His web site and photos of some of the coins he has issued are shown in the links below:
