Check the US News & World Report Best Colleges Ranking edition (online can subscribe for $14 a year, I think, for full access. Check out Fiske Guide to Colleges.
Depending on what you want to study, etc., where you want to be, how rigorous an education you want, where you can get in, etc....what's the right fit for you...that'll probably be the "best" for you.

How could anyone put pepperdine or University of Florida in this?
The best are: Princeton, Harvard, Yale, Oxford, and Cambridge. Followed closely by Stanford, Berkeley, Columbia, MIT, Cal Tech, and Duke.

depends on what your looking for. Stanford University, University of Michigan, and University of Florida are all great all-around colleges. Each college has its perks, but they are some of the best.
