Hello there:
The reason we hold our breath when we are cold is, not that we want to but our body automatically tries to close off the air passages. When the cold air hits your nasal and oesophagus it automatically wants to shut off the flow that will enter the lungs. Have you ever noticed you seem to pant when you are out in the cold for a long period of time? This is your lungs slowing down the intake of oxygen to keep the air warming.

Cold air rushing into the lungs chills the blood.
When the brain detects a drop in the temperature of the blood leaving the lungs it tries to make us slow our breathing until it can adjust the correct blood vessels to help keep the blood warm. If we are doing something strenuous at the time it won't be so noticable but stepping from a warm house into a bitter cold night can trigger the breath holding reflex.
