Reboot and keep hitting F8 during boot seqence, you will eventually get a screen giving you the option to boot to safe mode.

If you are missing explorer.exe, then you have some big problems with your installation. Explorer.exe is your Windows shell, and without that program, Windows will not operate at all. I would reinstall your computer using a restore disk you received when you purchased the computer or the Windows XP CD. You alternatively have the option of doing a repair install by using the windows xp cd.
A repair installation will reinstall all the system files, but keep your data and programs installed. Some registry settings may be removed requiring some reinstalls, but it is the safest mode to choose.
Just try to back up as much of your data as you can first.

This usually works on Windows ME, but since Windows XP is based mostly on Windows ME, I think it should work. You have two possible solutions: either create an MS_DOS boot disk and
type scanreg /restore into the partition your installation is located at, and then press ENTER. Select the previous registry you want to restore and that's all.
Your second option is to reboot your PC and press the F8 button, while the Windows XP Boot Menu starts then select safe mode and Use System Restore and use the corresponding menus to get to your restore point.

Booting up will not make any difference; it can be used when doing effective virus and adware scanning when badly hit and when doing other maintenance procedures. Just keep to normal made when doing the following:...
As soon as you see an error message saying '.dll file missing/error', alarm bells should start to ring because whatever the file is connected to, unless you reinstall it, it will keep on coming up.
Best thing is to completely reinstall IE (this should ge rid of the explorer.exe and iertutill.dll - as you said this happened after you uninstalled IE. Thats why if the .dll file (dynamic link library) is a system file, you will have no choice but to reinstall windows; NO system recovery will correct the issue. It provides a link to running the program; the .exe file just allows the program to run.
I have not heard of this bcmwltrg.exe - i havent got this file on my laptop, so I cant find the program associated with it. But it is probably also associated with IE.
So just reinstall IE with any version and then update from windows update.

Safe mode
For Windows XP
If the computer is running it is best to shut down Windows and then turn off the power.
Begin by first clicking on the Start Button and then click on Turn Off Computer.
Now click on the Turn Off red colored icon to shut down your computer system.
It is best to wait between 15 to 30 seconds before you turn your system back on.
Turn on your computer and start tapping the F8 key on your keyboard.
Some Computers may display a keyboard error message if you begin tapping F8 too quickly.
Restart your computer again and begin tapping the F8 key a brief second or two later.
When the Windows Advanced Options Menu appears, Choose the Safe Mode option and hit Enter.
Windows will now boot your computer up in Safe Mode.

I'm not sure that safe mode actually can be run in safe mode (seeing as no-one actually covered this point). I'm pretty sure safe mode is disabled in safe-mode, which is why you get the big warning message as to the permanency of any changesmade when you first boot up in safe mode.
Simply downloading and reinstalling IE should correct the issue itself.
