But, he does have a proper visa (it expires in eight years). Can I still get married in the United States. PLUS..how long before I can arrange for him to get his citizenship? I am looking for basic information about this subject. any help appreciated!

If practical, the best thing to do is to get married in his home country. Then you can easily get a "spouse visa". No problem.

You can marry him here in the United States but I think he needs to go through the application process to gain his residency and from what I know it can take between 6 months to years

Well since you can ask a stranger, then why not do a search for it. Even better contact the government and ask directly. Unless there is more to the story than what is written!

If he already has a Visa, it saves you from lots of forms and paperwork, I think you can file an I-495 for adjustment of status. Contact your closest US Consulate to be sure though.

If he came to this country legally you can marry no problem. If he came to this country illegally you can still marry, however, he may be ordered to return to his country for six months or something like that. Good luck. Peace.

If you want a straight answer, and a correct answer, why not call the Immigration department and find out for sure exactly what is involved?
