Which ocean? Pacific is warmer in March. Atlantic is a bit rougher.

that depends on how you want to see ocean, i live in new jersey and at that time of year here the sea is very rough with white cap waves and high srufs. It would be like placing yourself in Whethering Heights by one of the bronty sister. Florida on gulf coast at that time is a bit more calm with less marine life, a great time of year to pick seashells espically a small island in florida called sanibel on the gulf coast near port charlotte and ft myers. good luck ocean viewing .....

Do you plan to see or swim? So Cal can be pretty cold if you are wanting to get in. I would think Mexico, Hawaii or The Caribbean

On the Oregon coast that would put you just past the good storm watching season and into whale watching (heading north).
