I have a situation were a important goal can be achieved if I could get a line of people to disburse. Does anyone know of a plausible or creative scenario that would cause them to leave willingly?

Something foul smelling might work. You don't give any details in/re the situation. I could come there and sing, that would do it.
You could start trying to save their souls, or start asking for donations for a cause.
Read them a typical school text book.

It would depend on what they are waiting in line for, and who they are. I once knew a guy who was applying for a job he was really underqualified for, and after glancing into the waiting room, saw that it was full of other applicants. So, he came into the room and with an authoritative aire, told the people in the room that the position had been filled- so they all left, and he, being the only one there when the real hiring person came in, was interviewed and got the job. But your situation isn't really like that, so I don't know. If they really want what they are waiting for, farting won't make them leave. If you are a good actor, you could make them believe anything- just be creative- but be careful. Purposely deceiving people can be bad karma.

-Unpleasant noise or smell
-tell them it is a line for something other than what they are there for
-don't pass out numbers then say anyone without a number will not be served
-notifty them that what they are looking for is somewhere else and where to find it (even though it may be a lie)

Tell them that someone in line may be ill and that for everyone's safety they need to move 20 feet away from each other.
