Because we still have roads that were designed 50 years ago, when there were just a fraction of the cars we have today. Also our public transportation system is far from adequate. If there were more busses and subways there would be fewer people driving.

Narrow, winding roads and a lot of people.

The traffic in Pittsburgh is better than L.A., or Atlanta.
