No they can't. Don't believe the lies of the right that they use to try to prohibit large portions legal citizens, many of them newly granted citizenship, from voting. Ever hear of poll taxes and literacy tests? They were used to exclude African Americans in the old Jim Crow South, and still the right tries to keep honest, loyal Americans from voting.

In Republican controlled states they discount the votes of people with brown skin even if they are US Citizens registered to vote. (See Florida 2000 and Ohio 2004). Wait until the Muslim population get large enough to elect a President.
You can't get a soc # with out being legal. You can get a soc # and be a legal alien working in this country. I do payroll and we often have Canadians who work here on a work visa.
Now nothing says you can't be an illegal alien and get a fake soc card and drivers license.

Anybody who can get registered as a voter can vote. If an illegal immigrant can manage this, he/she can definitely vote.

Legally No! They have to be a registered voter. However, some may falsify a voter registration form and vote. How disgusting!

They can't vote legally because they aren't a citizen. However, with proper documentation, anyone can vote except those that are convicted felons.
