You mean 'Wattles', and it's chickens who have wattles.
On a turkey that thing that hangs down over their face is actually called a 'snood'
And it doesn't really serve a purpose, it's just a flap of skin really.

the real term is 'waddle' chin - it's that thing on a turkey's neck, and it is used about people who have a neck or chin that looks like that - yummy! ;)
