Every country needs nuclear power. Its a clean, environmental power source. North Korea and Iran should have built Candu reactors that cannot be converted into nuclear weapons as easily.
Nuclear Power cannot help the North Korean People because it brought sanctions and made their life more miserable. You cannot seperate the two issues.

Nuclear power is a clean, long lasting source of power. The power it generates relative to the cost of operation is very high.

Unfortunately, the interests of "the people" are not what those in power in North Korea have in mind. The North Korean government wishes to develop nuclear weapons as a tool to negotiate in the world market. It is commonly feared by other Asian countries that they will use nuclear power for destruction rather than to provide "the people" with electricity.

The North Korean people have no say in what the Dictators do. They live on only what is provided to them via the government.

n. korean "Upper Class" persons spends untold millions on luxury goods, including, but not limited to mercedes benzs, dom perrion(?) and the lower classes starve to death in the millions. about the only thing n. korea will do with nuclear power is help the lower class individuals die faster than starvation kills. would this be mercy killing? not. however, at the same time they would help a lot of other people die faster. a lose lose situation.

It would help by producing a fairly affordable (low, mid expensive) source of energy(electricity),however there is one problem, were to put the waste materials or by products after it has gone through the process of nuclear fusion(process by which atoms are split).
so that problem would have to be solved.hope that helps.
