I am not sure if you are asking for facilities to allow someone to obtain alcohol, or support in giving it up. For the former try a bar, for the latter go to your doctor - they will have details of all local schemes and facilities.

I assume you mean what is there out there to support problem drinkers?
In most towns, you will have a choice of services, although in rural areas you might be quite restricted.
Services fall into three broad areas:
1) Self-help. The best known format is Alcoholics Anonymous (AA). People with alcohol problems come together in a neutral venue, such as church hall, and share their "ESH" (experience, strength, and hope") in overcoming alcoholism. People are encouraged to work through the 12 Step Programme, which is a spiritually-based programme aimed at looking at the root causes of the alcohol programme.
2) Alcohol counselling. This is usually run by voluntary agencies, and takes a different approach to AA. Although it may also look at the root causes, it often tends to focus on current behaviour and triggers to drinking, and to look at ways of reducing and minimising harm, rather than encouraging people to just quit right out. Therapeutic techniques such as Motivational Interviewing are commonly used.
3) The medical route. This means approaching a GP or referring yourself to an NHS alcohol treatment unit - they are often a combined drug/alcohol service. Inpatient or community detoxes may be available to get the alcohol out of the client's systems, as are drugs to prevent relapse, such as Antabuse. Residential rehab has better long-term success rates than detox, because in rehab you are also taught coping skills for going back into the community and staying sober; there's often a long wait for this though, unless you can pay to go private.

They are called bars - where Drinkers get the support of the bar staff - otherwise they'd have to go to their fridge for similar support.

Not a lot, my son is an alcholic, been to the doctors and all over, it seems DRUG related problems are more of a priority theses days, that's what we were told!!? His LIver is damaged and only 21 years old.
