The easiest income tax system would be to throw it out and implement a national sales tax. Tax everything but food at a rate somewhere between 1 and 5 percent and people wouldn't even have to do taxes. The only people doing taxes would be business owners and they are already doing state sales taxes, at least in the states that have sales tax.

Income tax will never be simple. It just can't. Its complexity is attributed to largely by the deductions. Deductions are necessary tools for the government to implement social policies to encourage or discourage certain people's behaviors. For example, it's good to own a home, so the govt. allows deductions for mortage interest as well as property taxes. The same thing can be said about charity donnations because it's good to do good for the society. These are just 2 examples. Flat rate is unfair also. We now use progressive tax rates. Higher brackets demand higher rates and that is fair. Sorry, guys. Learn to do your taxes or cough off $100 to hire an accountant.

Most people can do their own taxes. Those who can't either have wierd circumstances or are too lazy and/or dumb to fill out a 1040EZ or 1040A.
The easiest solution is a flat tax, no deductions, no tax credits, etc. It doesn't even have to be one tax bracket -- it could still be a marginal tax rate system like we have today.
