my friend recently got dragged into a gang called the av skinheads apperently u have to at least part white to be in the gang and hes starting to avoid me is there any exceptions saying its ok for us to still hang out even if im full mexican?

I don't know gangs are really stupid to me. But If he is a true friend he will still talk to you. But it also could be dangerous to still have him as a friend being that you are from different cultures.

Gangs have their codes and rules. Once you're duped into the false security blanket of a gang you've basically let yourself be brainwashed to a degree. His best chance in life would be to get out of the gang and move on. Generally people that label themselves as Skinheads are neo-nazi organizations that are racists, which might be the reason he doesn't want to associate with you. I'm surprised their requirement is "part-white".

I suspect he has made his choice and I believe it to be a big mistake. Find other friends but be there for him if he is able to get out of this gang. Thank your lucky stars you are not eligible to be a member.
