If you have forgotten all passwords there is no official way to get back into the system if you are using XP.
To get to safe mode, you need to enter user\pass, so that wont work.
I have not heard of taking the cmos battery out being a solution!??!? The microsoft answer is tough you have to reinstall windows.
Try loggin on with the administrator and the password being blank. More than often the admin pass is left blank.
If that doesnt work, you can give this a shot:-

Otherwise I am afraid you will have to reinstall windows.

I come across this on a daily basis in my job and sometimes going in through safe mode and choosing the option for administrator instead of your normal user name will let you into windows to reset or remove your password. 9 out of 10 times this works.
Start system in safe mode -> choose administrator instead of your user name -> go into control panel -> go to user accounts-> choose ur user name in there -> choose the option to either remove or reset your password.
Hope this is a help to you!

if you can get onto the web, so how, you can find plenty of password recovery programs which will crack the password on you pc. most of them will either burn to a cd or a floppy disk. simply insert the disk and reboot the machine you should then be given the option to set you password back to blank.
