Are you sure it's broken, because you could just be missing the drivers. To find out right click the "My computer" icon and click properties. Now click "Hardware" on the top tabs and click "device manager". This next window will have a list of your devices. If there is a big yellow question mark next to the CD/DVD-ROM drives that means you're missing the drivers. If it's not missing then you'll have to get yourself that external CD/DVD-ROM. If it is, go to www.dell.com/support and click on the link that reads "Drivers and Downloads". From there you'll have to do your search to match the driver with your computer. Once you downloaded the right driver, go back to your device manager window and right click on the missing driver and click "Update Driver". You should be able to take the wheel from there.
