The short answer? To charge your credit card when you want to purchase a song (or other things like TV shows or movies). Yes, when you want to create an account, it does ask for a credit card number, but if you have an iTunes gift card, this is not necessary.
To redeem your gift card, check out http://docs.info.apple.com/article.html?artnum=301958. It's a great site to guide you through redeeming your card, regardless if you have an iTunes online account or not.
All you have to do is go to the iTunes music store on your iTunes program, then click "Redeem" near the top right (under "Quick Links"). Here you type in the numbers, then create your account! Only this way can you select "None" for payment options (where you normally are required to enter credit card details).
Then to get started, you just search up the artist/album/song name. The little icon which says "Buy" allows you to purchase songs for a set amount of money. You can use a credit card, or an iTunes gift card.

They ask for your credit card number so that when you buy something on iTunes, they can directly take the money off of your credit card. You will receive a bill to remind you of this via e-mail whenever you buy something.

Because itunes is stupid sometimes. They want to make sure that if you buy something and you don't have money in your account, they still get paid. If you just put it in and always pay for your stuff and use a gift card it won't be a big deal.

sure, you may make a account and not using a mastercard. the way I did this replaced into I whent into the iTunes save, clicked on redeem, entered my present card's code, then it requested for me to log in, so I informed it to create a clean account, and once you get to charge thoughts, present card must be on the bottom of the list, below the charge playing cards. i desire this allows! ;)

so you can purchase itunes. you either have to enter a credit-card number or a gift card number or else they wont let you create an account.

They want you to buy music, of course, and if they have your card numbers it goes a lot faster and "more convenient" for them to separate you from your money.
The inconvenience of you having to enter your card every time you order might make you have second thoughts when buying.
