It represents a division problem, like 25 divided by 5 can be written as 25/5 . I can't type the division symbol, but you could use that also.

Symbolic shorthand for the division operation. The dividend is above the line, divisor below, and the quotient is the result of performing the operaation.....

It is the word "over" or "divided by", but there is no special name for it-- atleast not that I know of.
