I am an eye doc, and I can tell you there are two real questions that you are posing here. First, can you tell if someone has diabetes by looking in their eye? The answer is yes in SOME people with diabetes. Diabetes affects the blood vessels inside your eyes - damage to these vessels is what tips off your eye doc that diabetes MAY be happening. However, other things can cause that same damage that are not related to diabetes. And, not everyone that has diabetes shows damage inside their eyes.
Second question is that if someone has diabetes already, can you look in their eye and tell they have been diagnosed with it? The answer is yes and no - not everyone with diabetes has the damage inside their eye. I've seen diabeteic patients for years and years that have never had an eye problem.
The bottom line is that if any damage to the blood vessels in your eye is seen by your eye doc that may be caused by diabetes, they will probably send you to be seen by your primary physician to check for diabetes.

He can tell you if you have diabetic retinopathy, which is a complication of diabetes. In plain English, you either didn't know that you had it or you didn't take your medication so now you have an eye problem which will not go away. Sorry.

yes they can assume it, esp if your diabetes is badly controlled..the best way to check for diabetes is having blood work to check for your sugar level and Hemoglobin A1C.
