i have 2 keys both have the chips in them

What happens on GM cars of the 90's is one or both of the two wires that go to the Ignition LOCK break due to age and the constant twisting of the Key Cylinder. You can actually measure the resistance of the chip in one of your keys, then get a resistor of exactly that value then jumper the resistor across the two wires ( small Orange Loom) that go up into the steering column for the lock security circuit. Remember, If you do this, The security function will be disabled.

they don't tell you but its pretty simple to disable it look under drivers side dash you're see it follow the wires coming out of box and remove them
