Is an inequality the name of the symbol < or >, or is it the name of the complete figure i.e. 23<25?
Im teaching a place value lesson tomorrow so just want to be clear on this.

Its the name of the complete figure. It is not an equation, cause there is no = sign, but its an inequality because of the < or > sign.
