So this is directed to the people that advise letting the water set out - why do you suggest it?

How does letting the water sit out overnight improve oxygen levels? It's not getting any circulation (unless you put an airstone attached to an aerator in) - if anything, it's losing oxygen.
To the answerer that suggested smell - water out of the tap should never have a sulphur smell. If it does, your municipality should be notified immediately.
And to you people talking about temperature - read the question thoroughly - that's already been explained.

i guess its one of those things that were meant for removing chlorine but now it doesnt work because of Chloramines

Not that I ever did it...with 4 tanks holding 1000's of litres of water I wouldn't have anywhere to store it all...give me tapsafe chemicals every time :D

I don't know the real answer to your question, but before you go "knowing it all" just know that an air stone or air pump does not actually add oxygen to the water, it only disrupts the surface allowing for more oxygen to be dissolved.
Don't attack people who are answering a question that you asked, which obviously you don't really need the answer to.

it is because the temperature of water is important. You don't want to shock the fish by throwing him in COLD or HOT water. this could kill him so leaving water out overnight makes it room temperature and fine to put your fish into.
