If I understand your question, you want to know if it's OK for strangers to hold your newborn. The answer to that is a 2-part question: How comfortable are you with letting strangers hold your baby, and how comfortable do you want your baby to feel in the arms of strangers? Speaking as a parent, I had a "looky, no touchy" policy for my babies. Personally, if that's your question, I would advise against letting strangers hold your baby. There are enough weirdos out there. You don't have to encourage them...
If you want a top 3 solutions, I'd go this way:
1) Thank the person for noticing your obviously adorable bundle of joy, but tell them that your baby has a cold and is contagious.
2) Thank them (always thank them; good mojo is always welcome) but remind them that babies catch any little cough or sneeze that grownups carry.
3) Thank them, but remind them that they are strangers, and they might upset the baby if they try to pick him/her up. They can feel free to make squishy faces from a distance.

Wear your baby in a sling so that strangers will be less likely to touch or ask to hold the baby.
