The VA itself was set up in 1930, but it consolidated several agencies that had been under the War Department.

The first veteran's hospitals were established during the US Civil War, in the 1860s.

Veterans in general. I don't think that it was specified to be for those who went to war. Though I think Veteran's Affairs department was officially established shortly after WWI
