The Romans built roads throughout their empire so they could move troops quickly. These roads were straight and raised up and were built to exact specs with increasing size of aggregates from bottom to top so they emerged "higher" than the land around. They also went straight from place to place. Many still exist in Britain today. e,g. Wattling Street. The trails or mountain paths were called the low roads.
This does not apply to the Scots song "I'll take the high road and You'll take the low road and I'll be in Scotland afore ye...." when a scottish nationlist was about to be executed in London, singing to his wife, the high road was in heaven.

Coz tradionally roads were build higher than the surrounding land to help the wagons go more easily in wet weather :D
