What should I do? I really think he would do it. That would be embarassing, but if I DO invite him to the party, he's going to end up embarassing me anyway with other antics.

LOL exactly wave to the fool as he is running because it will only make him look like the idiot. Tell him its not ur party therefore he cannot be invited by you.

Wave to him as he runs by. It's your neighbor's party so you can't invite him. Only your neighbor can do that and by the sound of this guy I don't think it would be a good idea.
