I.O.U. means: "I owe you" and is usually used in a money transaction. If you borrow $20 from me, you write me an IOU note saying that you have borrowed $20. You date and sign it and give me the note, implying you will pay back the money. If several weeks later you have not paid back the loan and say you never borrowed any money from me, I can produce the I.O.U. note, showing that you indeed did borrow $20. When the money is repaid, the note is ripped up. It's sort of a short term loan without interest but with the understood agreement the money will be repaid within a reasonable amount of time.
