As you are abbreviating the facts here the only logical conclusion is the sign is not wired into the switch so the switch isn't operating the sign.

The neon indicator in the switch usually was supposed to be on when the light is off to help you see where the switch is when it is dark. A properly wired switch should operate that way. When the light is on, the neon indicator should be off.
Some of the lower quality switches this neon will remain on (although less brightly) even when the light is on.
Don't worry, you don't have any serious problems.

We have a 3-way switched light circuit on the stairs were the low energy bulb sometimes continues to flash occasionally when switched off. After a change of bulb this still happens.
Possibly there is some induced current in the wiring because live wires run alongside those that are off.

Clearly the light it getting power as the previous writer says the switch may be bypassed or possibly it is wired the wrong way round and the switch is switching the negative return which may have worked at one time but if, due to age, wear, dirt etc the earth has become a negative return then the light is getting power and return.

The neon light is supposed to stay on when the switch is off, this is so you can locate it in the dark

lol stable ones so theres this physician that did circumcisions.After some years he comes to a decision its time to retire.all the circumsicions he did via the years,he stored the foreskins.He took the super garbag packed with foreskins to his buddy who works at a leather-based business enterprise.He says"Make me something intense-high quality out of those foreskins,cuz im retiring." His buddy says"come again in 2 weeks and ill have something intense-high quality for you."So he is going in 2 weeks to work out what his buddy made him.whilst he shows up 2 weeks later,his buddy supplies him with 5 intense-high quality wallets. He says to his buddy"wallets!? Is that each and everyone i'm getting regardless of each thing those years!?" His buddy says"relax my buddy.you spot its no longer basically ordinary wallets. After to rub them for a whilst,it is going to become a 5 piece bags set." the top pharmacist is going out to lunch leaving the assistant pharmacist in fee.whilst the top pharmacist returns from lunch he notices a guy leaning against the wall.He asked the assistant what replaced into incorrect with the guy leaning against the wall over there.The assistant pharmacist says,"Oh that guy.Oh yeah he got here in a speedy whilst in the past with a very undesirable cough so I bought him a laxative.He seems doing ok now..... i assume." the top pharmacist says,"Are you loopy?? you are able to no longer sell a laxative to somebody who has a foul cough like that!?" The assistant pharmacist says "properly why no longer?? seem at him over there! Its working! he's only too scared to cough now!!.....

if its what i ambelieving you are speaking of, i have a similar switch on my wall..and its supposed to stay lit when off so you can find it in the dark
