All laws are drafted in Congress, after they pass through Congress the president may sign them and they become law. We don't have a king or laws decreeded by the king/President.

The president can issue an executive order that bypasses congress, but it is our legislative process that makes laws, not the executive. Petitions are made so that they may become a bill. That bill is voted on in the house and the senate. It is then sent to the president for approval. He may approve the new law or veto it.

The president may suggest a law in which Congress and the House will work on, he also either signs a bill ( approves law ) or he veto's it, which means he rejects it. He also can Propose a law, but it still has to go through Congress and House
