Eligible Receivers
Offensive players who may legally catch a forward pass. At all levels of football, players who line up at the ends of the line of scrimmage, plus backfield players except for the quarterback, are eligible. In the USA, quarterbacks are always eligible receivers at high school and college levels. In the NFL, a quarterback who takes a snap directly from center is NOT an eligible receiver, but a quarterback who takes an indirect snap (e.g. in a shotgun formation) is eligible.

an eligible player has a number between 0 - 49 & 80 - 89
and must line behind the five offensive line players
any player with a number between 50 - 79 & 90 - 99
must be reported to the referee to be eligible
if a defensive players touches a thrown pass and deflects the ball, any offensive player is eligible to catch the ball,
example: the first scrimmage play in Super Bowl XXXIV
example two: ball deflected by defensive player resulted in Jim Kelly catching a pass for minus seven yards in Super Bowl XXVI
if the quarterback moves arm in motion and the ball lands in hands, that is a pass caught by eligible receiver ....

You took a lineman, or someone who usually isn't a reciever, and lined them up as a tight end for the play then deeclared to the refs what you are doing. That means they are allowed to catch the ball downfield that play. Normally if a linesman goes beyond a certain distance you get in trouble for ineligable reciever down the field. The other thing is that they aren't normally allowed to catch the ball and would get a penalty for ineligable reciever.

All members of the offense are eligible recievers except the offensive linemen. However they have the option to be a reciever, but must inform the referee so he can inform all players on the field so they can prepare a suitable defensive scheme.

They are people that can go downfield. For example, centers and other o-lineman can't go downfield for a pass, they have to wait until there is a reception or pitch, etc. and then they can go downfield to block, but they cannot catch a pass.
