You have to create a 360 page. You do not have to make it public. Just upload your picture and choose it as the primary. Then go edit your avatar and choose 360 pic instead.

In ‘My Q&A’ click on ‘Edit My Info’
In the Picture category, Click ‘Create 360 page’
Once that is created, click on ‘My Page’ in 360.
Click ‘Edit Personal Photo’
Add photos by choosing browse. Don’t forget to save (at the bottom)
Choose the picture you want as your primary. (that will be the one you will use in place of an avatar. Remember to save.
Go back to ‘My Q&A’ click on ‘Edit My Info’
In the Picture category choose ‘Use my Yahoo! 360 Picture.
That’s it!

You have to open a 360 page and then you can use your 360 pics on answers.First go to My yahoo at the top of this page and click, and when you get to the next page look for 360 and click that, and just follow the instructions, it's easy. Good luck.
