Most likely it is a drug/alcohol screening. Hair is used alot more often for drug/alchol testing and is more accurate them unrine. Hair also can determine if your friend has been on drugs or drank and about how long ago. Urine can not determine how long ago the person did drugs or drank. Urine is also moderately flushable(Flushing the body out with water or natural herbs to try to cleanse it of the drugs/alcohol), and no amount of water or cleansing liquid from the natural food store can cleanse hair of alcohol use or drug use.

That is a drug screening. Anything she has done basically since the last time she cut her hair will show up.
