The new acelerator at CERN will theoretically produce minute black holes when running at full power. However, physics says that all black holes will evaporate over time - giving off Hawking Radiation, and losing energy through gravational waves. For a stellar size black hole, this would take billions and billions of years. However for this size of black hole, it would evaprate in only a few milliseconds - so no danger of it eating the earth!
Stephen Hawking has said that when this goes on line, and they produce a black hole - " it will disappear in a flash of Hawking Radiation, and I will win a Nobel Prize!!"

the only thing that will really happen is the creation of antimatter, which has been created already, the problem is storing it because it is so volitile and unstable, it will be destroyed even if it comes into contact with air.
the antimatter is created in such small amounts that when it does implode it creates a very bright light and i suppose like a small bomb effect, until it can be stored and made in mass production i think its pretty much harmless

I think you'lll find that the particle accelerator mark 1 may cause black holes that will indeed destroy the earth, however, the mark2 particle accelerator has now been passed by the US FDA have now approved it for mass consumption

While Mini-Singualities may result, please remember that the gravity of a "Black Hole" can be no more than that of the mass and energy that it is created from...
So no... It will not destroy the Earth. 8-)

when the US tested the Atomic bomb in WWII - there was a chance that the atmosphere would catch fire - the US Government thought that was an acceptible risk....
