I accidentally used the safely remove hardware on my cd drive. Is there any way i can get it to register again without opening my computer and physically plugging it in again?

restart your computer and it will be auto detected, or go to control panel and go to add new hardware, it will auto scan your PC
p.s. no need to go to safe mode

What you need to do is boot your computer in safe mode again. Once it starts up, go to add new hardware in the control panel, and search for already installed hardware. This should fix your problem.
If it doesn't, or your PC won't boot to safe mode, restore the PC to its last known good configuration.

There's no reason to go to safe mode. Just do what unpronounceable mutant baby said.
