There is this guy that lives down the street, he has a thing for my wifes feet. He massages my wifes feet and paints her toe nails. He has even kissed her toes. They are strictly casual friends.

It is rather odd and an open conversation with your wife could make a difference. MARITAL FRIENDSHIPS have limitations especially with an opposite gender. If it is getting to be more frequent than normal, then it is strange, right? RESPECT also comes with this, the guy friend should also know his limitations.
I believe the situation is very far for malicious suspicions. It being odd is the issue. I also believe this bothers you, or else you will not ask us, and your wife has to know how you feel about it. You have to be open and be comfortable with your significant other. For all you know, she may like the fact you got a little jealous because it can assure her how much you love her.
It is something to talk about...it's a SAFE discussion.

Gay or not. If I was married and some one was doing that to my wife I'd tell her to put an end to it there places that do that.
