When it rains, my brakes squeal and the car stops really suddenly when I hit the brakes (kind of herky-jerky). This goes away after a few minutes.

And when I ease into a parking spot or my garage, there is a slight grinding sound/feel coming from my front brakes. This only happens when I'm slowly applying the brakes.

Are these signs that my car needs new brakes?

If it's damp and the cars been sitting, they will do as you describe till a few stops, get them checked if they have not been checked in a while.

Usually when they do the slow speed grinding it means the brakes have gone past the 'need replacing' stage. That grinding is metal against metal. You should get them fixed ASAP.

they needto be ajusted if there are the rear brakes. if its the fronts you may need new front pads. be sure to have your rotors check for out of roundness have them tuned [this means cut]
