If you can't afford Paintshop pro or Photoshop go free with GIMP. Very powerful and FREE! Very similar to either mention above. If you're looking into 3D modeling again free!!! blender3D. Awesome products. I use them to make graphics or render 3D worlds(still working on this one).http://www.gimp.org and http://www.blender3d.org/cms/Home.2.0.html

Well, bad news, professional designers use programs such as Photoshop and illustrator, i know cus im a freelance graphic designer, and i paid £1500 for a full Adobe software kit, its around £360 for just the creative suite, and thats educational prices, but seeing as u want a free program, Try "the gimp" its nowhere near as good as photoshop, [i dont recommend getting an illegal version btw]

Always remember you get what you pay for. You can use Gimp, a free, open source software, created to compete with Photoshop.
There are tutorial sites to help you learn Gimp: http://gug.sunsite.dk/?page=tutorials
It is going to take time to build you skill set to create professional quality graphics. If you are willing to pay you can hire students as freelance designers to create amazing quality work, which will benefit you and their portfolio. Check out local colleges, or even vocational high schools that have students who are focused on graphic arts or web design.

FLYFF has beautiful cutsie photographs, I'm no longer definite on the prime lvls however the low lvls, FLYFF did not require you to shop for whatever to be aggressive. (I give up for the reason that I observed FLYFF rather uninteresting in comparison to warhammer on-line)
