I think you're very wise to be considering lifestyle/expense issues, but...the most important thing to consider is: what SORT of actor do you want to be? If your essential goal is to become established in film/TV/commercials, then Los Angeles is probably a more sensible starting point. If, however, you see Theatre as a likelier point of departure for your career, then NYC is going to afford you far more opportunities to establish a foothold.
Bottom line: don't stress over the decision too much. Both cities have a great deal to recommend them. If your first choice doesn't pan out, you can always make the cross-country move.

Stay where you are. Just feel lucky in realizing This is the center of your universe. Being there is not the same as getting there, and you'd be surprised where creative projects are involving larger numbers of actors, per capita, that in the conventional 'centers' of film and theatre. Almost every state has a film commision, and if you seek out casting calls on the internet, there are some fairly easy to find sites, where one realizes there is far less competition in Michigan, Minnesota, Wisconsin, or Arizona, for relatively more openings. Some years ago I laughed at a friend who said his part was cut out of Tank Girl, but I recently saw it - a funny flick. If you saw Zacharia, Don Johnson's first film, also called the first 'electric western', 30 years ago, it was- strange. Today, its a cult masterpiece. Its not where you are, its what you do and how you do it. Find some friends, video your own work, upload to youtube, and launch yourselves. Before you know it, some Keifer dude is sponsoring the popularization of your band! One is known by one's work, and then one's name brings you work. Back in the day, the kid with the station wagon or van became the band manager- in the case of actors, find the buddy with the best equipment, do your best work, and watch the world get smaller in cyberspace. Then, if you want to, travel to the current focus of your specialty from a position of strength, rather than mere hope.

New york is very expensive as is Los Angeles but ut all comes down to do you prefer the cold or more warmer envirement. Do you like the fast pace life? Los Angeles has other ways of transportation we have a metrolink buses and so on so really you dont need a car here either but it is more what do you prefer but alot of New York actors eventually have to come to LA

I would go with New York. Aside from the transportation issue as you said; while they may have less work in New York there is also less competition for it. You are more likely to get a part with less competition, and by doing so you have a chance to better showcase your talents to people who can get you to real places. After you've established yourself some in New York as a capable actor you can then have more choices in acting when you move to LA to get to where more work is available.

i prefer to do the comparable element a brilliant sort of people are telling me to pass get a Drama degree and an agent, yet confident considerable cities are the likely start line. So manhattan city, l. a., and London; even with the undeniable fact that that's only greater probably there you may stay everywhere. some do get fortunate and land roles without journey.

just flip a coin.
by the time you way the pros/cons there's going to be about 900, 20 year old actors that have signed a lease on an apartment in either location.

It doesn't matter. If you live in NYC, try to find an agency that has an office in L.A., or an agency that has an "arrangement" whereby NYC clients are submitted by an agent in L.A.
