Trash and treasure is all relative, isn't it? I've noticed in just watching the Antique Road Show, that some items that were virtually 'worthless' just a few years ago are now worth significant money, and vice versa. But here are some sites that may help you with your question:

There a lot of clown collectors and a lot of bottle collectors. Your bottle has value. I would suspect it falls short of "treasure" though.
Brand new glass clowns sell for around $50 I think (check out your local "collectible" store). Based on just that, your clown should be worth $20 and maybe as much as $100.
However, if your clown has ANY chips or damage, it's probably junk. Most glass collectibles are like that.
I do all my pricing by looking for comparable items on EBay.

it's treasure if you treasure it. if you really don't care for it, than more than likely, it's trash.
you can place it near a window and let the light come through it, it can become an eye catcher without doing anything to it.

Put it on eBay and mark it way, way up. If somebody pays up it's treasure. If nobody wants it, it's trash.
