I've gone to "Tools" then "internet options" then "advanced settings" but no luck. I have Norton Antivirus installed full edition 2006. How do I unlock, so I can view the page.

It means that the computer you are using has been blocked from enterting particular sites.

Usually that means that the website has been blocked by either someone using your account or an administrator to get past these I suggest using a proxy server it will hide who you are so that you can get into those sites that are normally blocked. Try www.Atunnel.com that is a good proxy site for me and all you have to do is type it in and then scroll down until you find another adress bar and type were you want to go there

I would think that it is the firewall or parental controls on that computer.
