Act 2 Scene 2:

ROMEO

He jests at scars that never felt a wound. (2.2.1)

JULIET appears above at a window
But, soft! what light through yonder window breaks?
It is the east, and Juliet is the sun. (2.2.3)
Arise, fair sun, and kill the envious moon,
Who is already sick and pale with grief,
That thou her maid art far more fair than she. (2.2.6)
Be not her maid, since she is envious;
Her vestal livery is but sick and green
And none but fools do wear it; cast it off. (2.2.9)
It is my lady, O, it is my love!
O, that she knew she were! (2.2.11)
She speaks yet she says nothing; what of that?
Her eye discourses; I will answer it. (2.2.13)
I am too bold, 'tis not to me she speaks. (2.2.14)
Two of the fairest stars in all the heaven,
Having some business, do entreat her eyes
To twinkle in their spheres till they return. (2.2.17)
What if her eyes were there, they in her head?
The brightness of her cheek would shame those stars,
As daylight doth a lamp; her eyes in heaven
Would through the airy region stream so bright
That birds would sing and think it were not night. (2.2.22)
See, how she leans her cheek upon her hand!
O, that I were a glove upon that hand,
That I might touch that cheek!

It's Act 2 Scene 1. Romeo has run away from Mercutio and friends because he wants to see Juliet again. As he approaches the house he sees a light go on and says 'It is the East and Juliet is the sun.' Then Juliet comes out and says Romeo, Romeo, wherefore art thou Romeo.

erm.. in this play WS is on some kinda light trip. I mean to Juliet, Romeo is day in night and Juliet is the sun rising in the east. Both of them see themselves as stars, dimming the brilliance of the heavenly bodies themselves! Swift and tragic beauty, caught in the blinding flash which is young love, so soon to wither and fade!

What light from yonder window breaks etc. It is the balcony speech.
You can find the whole quote etc. at www.sparknotes.com Look at the section for Romeo and Juliet as well as their NoFear Shakespeare sections.

It's one of the most famous scenes in any Shakespeare play - the balcony scene.
