A decal is a kind of sticker which you can put on your windshield which is transparent plastic. Usually you soak the decal in warm water and then slide it on to your windshield.
We used to put this kind of decal on model airplanes.
In general the difference between a decal and an ordinary bumper sticker is that a decal can be transferred from another medium to the surface where you stick it.
