can i type internet address in numbers into header?

how would i find a person with just digits/numbers to go on? please help

It is very possible for you to locate the person by getting his IP address, but if the said person is using a proxy IP settings, you be led to false location. Anyone can use the IP for California even if you are currently in Italy.

Do you mean can you locate someone by using their numbered ip address?

You really can't get much more from an ip address then the name of the persons internet service provider and geographical location.
